Our mission is to accelerate Ottawa’s transition to an equitable, carbon-neutral future.​

OCAF formed in 2021 with a challenging mission: to help bring Ottawa’s carbon pollution to net-zero by 2050. Meeting that target will also make our homes, businesses, natural spaces, and infrastructure more resilient to the damage we can expect as climate change accelerates.

We know the transition is possible, and the need is urgent.

And we know that the path to net-zero delivers massive community benefits—the opportunity to create jobs, establish new businesses, learn new ways to innovate and solve problems, and transform Ottawa into a healthy, thriving community where no one is left behind.

Activating quick wins to show that positive, low-carbon change is possible
Coupling climate solutions with a wider menu of community benefits so that everyone can see themselves in the picture of a low-carbon future
Convening wider partnerships, both inside and outside the “bubble” of climate interest and concern
Identifying promising low-carbon solutions in Ottawa and helping them scale up

Our Team

Steve Winkelman

Executive Director

Steve founded Green Resilience Strategies in 2017. From 1998-2016 he served as a  Director at the Center for Clean Air Policy where he developed and led influential programs on Transportation and Urban Climate Adaptation raising $20 million for their implementation.

Steve has provided expert testimony to four U.S. Congressional committees and has authored numerous publications. HIs work has been covered by media outlets such as: the Atlantic, ClimateWire, CNN, E&E TV, Grist, Huffington Post, Montreal Gazette, National Geographic, National Journal, New York Times and the Wall Street Journal.  Steve was a founding member of the US National Academy of Sciences’ Transportation Research Board Special Task Force on Climate Change.

Some highlights:

  • Instrumental in founding a national institution on transit oriented development in Colombia.
  • Co-author of two books: Growing Cooler and Growing Wealthier, which put urban planning on the climate policy map and increased policymaker support for smart growth due to climate, economic and quality of life benefits.
  • Invited by Al Gore to present to him on transport and climate change.
  • Policy recommendations included in US Federal legislation on climate change and resilience.
  • Led initiatives helping cities and companies launch and advance their climate adaptation efforts.
  • Popularized the “Ask the Climate Question” framing to inform policy and investment decisions.
  • Introduced the term “Green Resilience” to advance climate adaptation + mitigation synergies.

Teagan Yaremchuk

Grants Manager

Teagan was born and raised in a small town outside of Ottawa on the traditional, unceded territory of the Algonquin Anishinaabeg. She joined the Ottawa Climate Action Fund (a program of OCF) in October of 2022 as the Senior Program Specialist. She grew up learning to respect and love surrounding natural areas, and this led her to pursue a degree in Environmental Studies at Carleton University. Since graduation, she has been working in the environmental non-profit sector focused on creating change from the ground up. She is passionate about nature protection, climate action, building community and bringing all three together is what excites her most. On days away from the office, you will find her spending time with family and friends, walking her puppy and trying to get outside no matter the weather.

Mitchell Beer

Strategic Advisor

Mitchell Beer is a climate and energy communicator and publisher of The Energy Mix, a non-profit community news site and e-digest series on climate change, energy, and rapid decarbonization. He traces his background in energy efficiency and renewable energy to 1977, in climate change to 1997, and delivered an October, 2019 TEDx talk on how to build wider community buy-in for faster climate action. He received the Clean50 lifetime achievement award in October, 2022. A proud moment was building a model wind turbine out of wooden stir sticks with his then-11-year-old daughter, and improv comedy practices have often been the best part of his week. Born at 317 ppm.

Low Carbon Cities Canada (LC3) Network

OCAF is one of seven Low-Carbon Cities Canada (LC3) centres across the country, all dedicated to reducing carbon pollution and boosting climate resilience from the ground up.

City of Ottawa

The City of Ottawa and OCAF have a Memorandum of Understanding for mutual collaboration to accelerate action on GHG mitigation in line with the City’s Energy Evolution Strategy.

Ottawa Community Foundation

OCAF was originally incubated by the Ottawa Community Foundation and spun off into our own independent organization in 2024. The Ottawa Community Foundation provided vital support that allowed OCAF staff to focus on our mission.

How do we handle Conflict of Interest?

To fulfill its mission, OCAF depends on input and strategic guidance from Board members and other experts who are actively engaged on climate change and related topics. We have established a robust process to manage the potential for conflicts of interest.
